Equality between equals, that is, a rule of equal distribution between people who are on an equal footing. Equity in access to and use of health services is addressed in relation to horizontal equity and has been operationalized as "equal use of health services between social groups for equal health needs". Horizontal equity means providing equal health care to those who are the same in a relevant respect (such as having the same 'need').
